Matthew Request for approval for BinderHub resources for PyHEP 2021
Proposal: If okay, follow same format of last year for PyHEP 2020 where Matthew made PRs to allocate resources and Tim and Chris reviewed

From PyHEP side, Binder was huge success at PyHEP 2020.
